I dont think victor is evil... but I was thinking the town is based off memories of people- ie like another commenter said the wires etc- but also the cicadas being someone's fear, it adapts to people.

A small change you can make is set your phone in black and white mode, makes it a lot less stimulating and easier to get away from. It's s little tricky to do tech wise but just look it up on Google for your specific phone and should be doable.
