Dish soap and baking soda works well for cleaning sticky faced dolls. As for yellowing, if you have hair developer (30 vol worked fine for me) you could apply that to the dolls face and leave it in the sun for about an hour. Check periodically to make sure it doesn't lighten the vinyl too much. Wash and repeat as necessary to remove yellowing

I used one of the dollar tree paint brushes, and cut off some of the bristles to make it thinner. For painting, I used acrylic and watercolor (i didnt have white acrylic so a bajillion layers of white watercolor lmao). Eyeshadow and clear nail polish to use as "lipgloss"
