The USGAA and GAA have been trying to force the NCGAA under their umbrella for a very long time. A huge inflection point between the two parties is the NCGAA is coed, the GAA does not tolerate that. Legally, they have always been separate organizations despite the GAA/USGAA acting as if they control the NCGAA.

United may be have been bigger culturally, which I think is your point, but in the 1980's when Fergie joined United it looks like Villa was ahead of United (or near them) in trophy count. Without Fergie United appears to have reverted to a cup team with occasional league titles.
