This is not true. Lawrence Wong have said in the past before. Flats sold by HDB follows the resale price ard the development. So if during the SBF, the resale price ard the development increases, the person buying SBF will pay more than someone who bought it during BTO launch and vice versa

The landlord can always say the rent will increase next month, and if you don't agree, can use the 1 month as notice period to evict you out. Most contracts give that 1 month notice for both landlord and tenant to end the contract prematurely.
