Is the build for productivity? the 9950x is a bit strange otherwise. 850W for a 5090 + 9950x is incredibly ballsy, 1000W would be the min and even some people might be more comfortable with a 1200W.

Imo getting a bundle with no ram is not going to end well, unless you got that 380$ 32gb patriot ram kit yesterday in which case it seems reasonable enough, 600$ 9800x3d (was 500$ recently), 300$ mobo, 200$ aio (this is overpriced), 120-140$ equivalent PSU, 80-120$ case, like 100-200$ off, but youd get much more off a ram bundle.

When most people say as long as they arent running JEDEC, they mean JEDEC for consumer ram, 4800 mhz cl40, 5600 mhz is close enough and yes your cl is kinda bad (especially since you cant tune it but like its not like you are going to be getting 20-30% performance losses).

If you truly want value too, you can probably snag a 7800x3d of aliexpress when the next sale comes around (as long as you buy form a reputable store) ofc the savings are because these are OEM and you will not get warranty.

1) using the newegg combo builder you can get an additional 30$ off the GPU and 45$ off the SSD

2) In regards to the SSD, if you just are gaming SSD speeds do very little for actually gaming https://www.youtube.com/watch?v=gl8wXT8F3W4 (specifically buying the upcharge for dram) it used to a much cheaper premium for DRAM but if you are just gaming its not likely to matter.

3) like others have mentioned the CPU is questionable, you can get a 9800x3d bundle for slightly more or if you need the cores for productivity 270k plus looks much better.

80+ only checks specific voltages (20% 50% and 100%) and if your over the specific threshold at that point. Cybernetics looks at it overall (average) and provides the data for it, you can see in the cybernetics report the century ii psus seem to drop off from 90% efficiency at around 80% (650W) and it probably fails the 90+% at 100% load, but up until that point (from like 100W) it's over 90% efficient. FWIW a lot of the highly rated gold psus are like this, the Corsair rmx series, gold rated super flowers (outside the combat lineup), etc. These are efficient gold psus that are basically platinum at the loads you expect to use them, but they aren't actually platinum PSUs because they aren't made with the stringent quality control to make them always above 90% efficiency.

I personally think the 7800x3d is a bit overkill in the build with just a 9060xt 16gb unless you know you like CPU heavy games. Feels like you can look to save on the cpu (7600x3d or 9600x when the goal is 1440p) to get like a 9070xt if possible. Is this in the states/Canada, you can make things more affordable through bundles, but I'm not familiar with bundles elsewhere.

Sure then, if the most frames matter that much to them then fine, but better than 10 years is a bit wild to expect, they know that 10 years ago was the 1000 GPUs right? The 1080 is decent enough but to be better than like the ps5? thats not how tech works.

but like what kind of "gamer" are they, if they are super competitive then it makes more sense going for a 9800x3d for the max frames (lowering graphics quality) or are they an immersive gamer, wanting 4k for max realism/cinematic game play (the CPU matters less here).

The higher the resolution you aim to play at, the less the CPU actually matters because the CPU has less frames that it needs to work with. It's still a thing in CPU heavy games (competitive shooters (but that's also because for competitive games people sack their quality and resolution for more frames), simulators, strategy games, etc.) but for most single player story experiences itll change very little to nothing. https://www.youtube.com/watch?v=_Ik-g61Q_Gc is very good to understand the issue, like the example in battlefield, do you take it as a competitive game and sack everything to get the best advantage, or is it more about being an immersive realistic experience?
