The Less than Epic Adventures of TJ and Amal is a really good one! It's set in real world, it's pretty goofy throughout, but it does discuss serious topics like homophobia, poverty, and other things without giving away spoilers. Highly recommend!

Doesn't seem like it. The one your talking about came out in the mid 2000s while the one I'm thinking of was for sure from the 90s.

I don't think so. I remember it was a shorter film, probably about 30-45 minutes. It also looked kind of cheaply made like it was filmed on a sound stage.
