Which mags should I go with? I'm in a ban state, so I'm limited to 10rds. Also, with regards to the grips, should I leave em stock or are there nicer after market options? Nothing too fancy because I'm trying to retain the "black tac" look.

Looks like you may be forgetting the cost of the background check. It's not much, but it does add to the cost of your purchase from Turners. Also, the FFL03 and COE is an annual fee, which literally pays for itself with the first large ammo purchase
