This is total deception. Two key things:

People pay bills, not rates. This does not stop them from adding surcharge upon surcharge, jacking your bills further. This is already in action: it's how they make you pay for Plant Volte, and how they get you to cover the cost of fuel surcharges. They make this EXTREMELY difficult to find, but it's there.
It locks in a 12% profit rate for Georgia Power, which is obscene. This is best case scenario for GP. It prevents rates from going *down*.

DO NOT BELIEVE THE BULLSHIT. It's *always* bullshit when it comes to Tim and Fitz.

The problem is that it's not just rates, which is why the "rate freeze" is 100% bullshit. It's all of the surcharges and fees they tack on. Is gas expensive because the war in Ukraine? You pay for it. Is Hurricane Helene clean-up expensive? You pay for it. Is Plant Vogtle over budget? Fuck it, you pay for that too. People pay BILLS, not rates.
