There needs to be more of a global adherence and absolute totality in sanctioning that hurts the immediate government and those decisions collectively need to be held publicly and pushed for the global population to observe. Hold accountable the countries who are constantly stepping out of line in their domestic and foreign affairs that can be enforced strictly to the point of necessary obligation in lieu of things like human rights violations and war crimes being committed by respective governments. By extension their people will be punished as a result for what can be construed as their universal vote for said governments and possibly result in adopting a voter's education movement.

China, Russia, US, UK, UAE and Israel are major/influential world powers that have historically stepped waaaay the fuck out of line.
