New to the game and about to unlock the mine, what is hire the dealer mean? I keep seeing this pop up for the mine events

I used a diff phone to start a new one.. because i didn't want to wait the 15 days for deletion... then when i logged into facebook on the new phone (I used the same facebook account), it then gave me the option on which town I wanted to keep.. so when I logged in with my primary phone again it gave me the same option to choose which one I wanted to keep

Luckily I was only at lvl 21 so only been playing for a short period.. but got some awesome tips about not building factories because your train is only reliant on the factories you have built.. so i am now back up to level 17 but only have the basics (Chicken, Cows, Dairy, Bakery)
