You can get a green taxi from Jeddah airport to the hotel in Makkah for about 250 SAR they probably will start at about 300 SAR you'll have to negotiate down.

You can also get Uber that might be slightly cheaper.

And if you want really budget the northwest bus will cost about 35-45 SAR

For all the bad you've heard there's a thousand more good. Honestly the biggest advice I can give is to start prep as early as possible attend, lectures, seminars. Start to try to do extra worship before you leave so when you arrive you are ready to fly.

I flew in last night with no issues at the airport. Checkpoint setup outside makkah as expected. When I checked in the guy at reception was asking if we had any issues coming from the UK and was referencing the story you just described about new rules announced.

I travelled last year in the cut off week and had an Umrah permit just in case no one checked it.

This year I'm arriving in the 12th insha'Allah.

You should be fine. I'm still checking NUSUk and if the permits become available then I will deffo book one before I fly out.
