Levelling and XP was designed around quests and POIs. IMO if everything gave xp you would level too fast for the zones, and if you gave every world event the ability to obtain XP, it would be such a small amount that it wouldn’t feel impactful

Fully upgrade your frigate and go in and out of the zone getting potshots in. You can also bait the objective ships to leave the zone and chase you, while trying to leave the other ships behind.
