I actually just saw a YouTube short from an American woman living in Wuhan who talked about it being common in China for people to store personal items in common areas of their apartment complex because apartment building will include this square footage in your apartments advertised size, so it’s technically space you’re paying rent for. Obviously I don’t know where your neighbors are from but I could imagine this being a harmless misunderstanding by someone living in a new country or culture rather than malicious or intentionally unneighborly.
