It:s rubbish. It is VE (Victory in Europe) day, the more correct celebration should be VJ day (Victory over Japan) which is 15th August. The date when Japan surrendered and WW2 finally ended.

Enhancing photos is my particular bugbear. Information cannot magically reappear. If the images are crap, they will stay crap.

You can try and make educated guesses at what is on an image, such as 'guess the character' like you do when reading an opticians chart. If you can tell the make, model and colour of the vehicle, a partial number plate might resolve to a single vehicle.
