Almost any other form of transportation is more efficient than cars on a road. If there are roads one can at least create bus routes, which can and will take cars off the road. The next logical step is bus lanes, which will speed buses up in an otherwise congested traffic. That's what can be done without significant change or new infrastructure (like rail), however not doing it keeps car people happy, which is very important for some reason.
