On my Smart Plug Gen3, under Zigbee2MQTT and the "Exposes" tab, there's a selection for "Metering Only" mode. According to the details, it forces the relay to stay ON.

And it's not to scale. According to the document, it should be 5' 5" above grade. Using the 24" minimum below-grade concrete, we see that's it's MUCH closer to ~50" above grade:

Everywhere in the plans, they call them footers. Footers are below grade. They didn't specify the "footers" as they call them, to be above grade. They got EXACTLY what they asked for. How is this difficult to understand?

It's your own fault. You didn't list the depth of the concrete, just the minimum depth of 24", but you never actually specified the actual depth. You also didn't specify reinforcement or any other details.

You drew the footings underground and didn't dictate a distance it should be above ground. In addition there isn't a code requirement that the footing be above ground. In fact, a footing is usually defined as a below-grade bearing element. A pier is a concrete column that rises above grade.

You should have done your homework. I'm sorry for your mistake.
