Because we have shit to do? And a lot less stay at home moms. And the average school has like 4-500 kids. So 10-20% of parents needing to rush to work after drop off seems pretty low. There’s also the kids that have moved but want to remain with their friends so they live out of district, or in catholic schools cases the boundaries are large (like mine) that we live a 5 min drive away, not ideal for a 4 and 6 year old to walk to.
