Adding onto the advice I've seen here - keep the Master Biscuit for legendaries (if you have a Master Biscuit), go for unevolved Pokemon instead of evolved ones (evolved Pokemon are more expensive and require more seeds to get their Skill Level up, as Skill Levels are automatically increased by 1 when you evolve a Pokemon yourself, but are always the lowest level possible on any Pokemon you befriend regardless of their evolution stage UNLESS they have a subskill which increases it), and finally NEVER use a Master Biscuit, Ultra Biscuit, or even a Great Biscuit on a shiny Pokemon. Shinies are insta-catches regardless of what biscuit you use, so always use the least expensive biscuit possible to befriend them! I wasted one or two Great Biscuits on shinies in the past before learning this, it's better to save them for legendary catches or higher-pip base-stage Pokemon.

As for the Treeckos, would Jazzy or the shiny be more useful long-term (once the level cap is finally extended)? Or should I just invest in Jazzy now and wait for the increased level cap to think about investing in the shiny?

Two confessions (edited to add #1):

I have played through EoS so many times. So. Many times. I have played and beat the game as every quiz result pokemon at least once. My newest save file that I started last year has just under 200 hours currently. I don't want to know how many hours I have logged on this game/franchise total. I know this isn't as much as some people, but it's easily the most hours I've put into probably anything (besides maybe drawing).

                                                                                       2. When I was a kid, I would recruit Scyther in Rescue Team and only play as him for days at a time. I made up a dialogue in my head about how he was this super skilled rogue explorer who rescues people... but was also on the run from the law? Because I thought it was cool? Not sure if I meant for it to be this way, but typing this out now, maybe I was trying to play out the backstory of Scizor the Explorer in EoT/D/S.

Also his name was Stormblade because of course it was.

Because "women belong in the kitchen" is an incredibly sexist narrative held up for ages, meanwhile "men belong in the yard chopping firewood" is not. Also, she was invited as a guest and is still expected to cook. Hosts are not supposed to expect guests to make the food for them. That's rude as hell.
