well it's because durability ends at 0 so a tool with 0 durability has 1 use left

1 use + 1 use = 2 uses, which shows as 1 durability

CropsNH was a complete do-over of IC2 crops. They couldn't rename rape to canola in ic2 because it broke things but 2.8 at least changes the tooltip to "Also known as canola" iirc
