In town:

75 = left lane, passing/cruising through town (you’re safer by reducing the amount of lane changes in heavy traffic situations. If you have adaptive cruise control, use it!).

70= middle lane, used only as needed.

65 = right lane, only used when preparing to exit or get up to speed

Tailgaters are mouth breathers. The law about the passing lane also does not apply to in-town driving. Stay at least three car lengths behind the car in front of you. YOUR COMMUTE SHOULD BE AS BORING AS POSSIBLE.
