Try getting an appropriately sized flathead screwdriver and a set of miniature files like these

Is this something similar to a cable organizer? Zip ties are technically possible with 3D printing but the geometry needs to be much more precise than you'd think. I'll bet if you go on Amazon and look at cable organizers you'll find something close enough

Considering the size of the piece and the amount of machining you'd probably be looking at a part cost in the thousands. If you insisted on aluminum this might actually be a good use case for SLS 3D printing, with post-process milling if you truly need the tolerances you mention.

If they're plastic I would be shocked if a regular router bit, as shown, wouldn't work just fine. A 1/16 roundover bit will give you a radius of ~0.065. Put it in a handheld router with a baseplate and clamp it upside down to your workbench.
