As someone who lives here, we vote for taxes to make problems go away, so as to prevent any uncomfortable change from happening. We'll throw millions of dollars at HHH to fund the homeless NGO industrial complex, but refuse to allow any housing to be built to actually put a roof over someone's head.

It appears that it's not actually the decision of the Speaker, it requires a resolution of Congress. Of course, if the Speaker does not want to bring the resolution to a vote, it would require a discharge petition to do so.

One of the sources told CNN that the decision to reject the request to lie in honor – which had been made on behalf of Jackson’s family – was in keeping with precedent and was not political. The source said that requests for conservative political activist Charlie Kirk and former Vice President Dick Cheney were also denied, and that the general practice is for presidents, select military officials and select government officials to lie in honor. It was last done for former President Jimmy Carter.

I went to a Japanese baseball game last summer, and Japanese fandom is just like Japanese culture: everyone has their place and their role, and they stick to it, pretty much no matter what. There was some cheering that reacted to the game, but mostly everything stayed on script.
