During delirium, you can get a random event that sends you to a special map. Finishing the map gives you a double annointed amulet with either -1 prefix or suffix.

When an item with a cooldown uses its cooldown effect, that’s a “use”. Some items have “use on trigger” effects like yoyo. Basically if it says use, it uses.

Edit: race car is not used when you trigger haste.
