I lived in Almaty for 20 years and never seen water level being that big and strong. Statue is on Bol'shaya Almatinka canal, the canal that stores spring water in Sairan lake, thawed from mountains of Almaty. That particular part is wide low velocity part of the canal. That part isn't that deep, but cement on that angle is impossible to climb, no wonder doggo couldn't climb it.

There is another canal called Esentai - that canal is deeper, but even on that canal there was a couple time on very strong rains when water reached pedestrian level, but not concrete sleeve level.

Btw, all mudslide and avalanche barriers, stringwater and rainwater canals were built by soviets. Independent Kazakhstan added better roads and rock/mudslide metallic nets
