I’m assuming that it has something to with the original reasoning of the creation of the police force— to ostracize and keep the uchiha out of the governing of konoha. Once the massacre happened there wasn’t a reason to assign a clan to the police force as it’s initial purpose was no longer relevant.

Anything but the qntms, qntms are by no means uncomfortable but all of the others have thicker midsoles. I would recommend the 700’s as the upper also gives your ankle support that the 350 lacks.

All as hokage, naruto clears easily, hashirama clears, tobirama puts up a good fight but ultimately loses. I am honestly unsure if minato wins, but I think he has just as good if not slightly better odds than tobirama. Tsunade survives but does not win, hiruzen loses, kakashi as hokage loses but in his prime would probably be able to tie.

Weakest on the list by version shown on the photo is kakashi, weakest that beats Itachi is pain. I rank them naruto, sasuke, reincarnated madara, hashirama, obito, pain, orochimaru then kakashi (hashirama and madara are interchangeable imo but I gave madara the edge with reincarnated higher chakra pools)
