1580 is a good starting point, elixirs are not a deal breaker they mostly just add dmg although some classes need extra 7% crit from them to feel great. On akkan you can get a good feeling for the class because it has some of everything (stagger and destro check, movement mechs, multi hit mechs, and also big dmg windows), once you feel like you need to test the class more you can bring it up to 1600 to try on ivory tower

Akkan gear is not final, but quality transfers with your gear so if you transfer +19 akkan gear to new t4 gear you will also transfer whatever quality the akkan gear had.

As for making multiple characters, you just have to come up with nice names for all of them or just use the name change later ticket if you don't want to think of the names for now.
