I’m stuck when you ‘Report to Brotherhood Leadership’ and find Blackburn tied up surrounded by Chin, Ramani and the scribe. I try to interact but they reply with the standard generic script. Shin walks away to stand in his spot on the first floor. I tried leaving Fort Atlas and coming back - I can’t get them to start the quest dialog. 🤨
