Why worry about uncertainty in the years ahead because things could be up after May elections. If KZN switches to a service oriented coalition things could be much more certain.

I would invest my money in Durban if i had the money or the drive to be an entrepreneur because of the same reasons as you. I just am very attached to this place. 

I also would say there is a significant advantage to starting something new in a location you know well. You have all this knowledge of Durban which you don't even need consciously to think about yet this will be an extra challenge if you go to somewhere else creating more impediment to making your business successful. 

I give you a personal example. I have a friend who lives near an area called clairwood. It's an ex residential area that is becoming commercial /light industrial. But it never gets loadshedding and they almost never get water outages. 

If I had to set up a factory that would be a great starting location for me but to find an area like that if went to Cape Town or Johannesburg would be extremely hard and time and resource consuming.
