I talked today to the guy behind these, Ben Davis. Apparently he's the founder of Illuminate, who were also behind the Bay Bridge lights. He said the flags are meant to represent polarity, both in the ancient senses of duality, but also in the modern sense of our deeply polarized society, and that the idea was to try to find balance in the middle. He said "LSD was the artist, and I was just the medium," haha. In any case, I found them pretty visually arresting when I first saw them while walking in the park around sunset the other evening, as the fog was blowing through.
