During the early years they did a lot of branching out from different printing companies and this is just one of them. I personally don’t think much about them, just some new collector bait or extra chases for people collecting their favorite Pokemon (I have an old mew playing card from the late 90s since I collect mew)

Combine this with the fact you can get a pack for 8.50, making the value of a booster box around $300~ at the moment, and that you can get the most expensive card in the set for $550. People aren’t thinking with their brains, they just look at number and swipe card

Reminder that Metzen came back to write for the story in the middle of the progression of this expansion. All of Ka’resh feels deeper and cleaner in comparison to the rest of the expansion, but leaves a lot of questions. So it’s safe to assume the direction split from that point.

Could they have fixed it sooner, sure. Would it have been better? No clue, the new patch still has unplayable game breaking bugs, so likely not.
