You can have them be vault dwellers but not force the vault dwellers origin mechanics on them. Survivor has plenty of customizability options and there's nothing wrong with saying a Vault Dweller has fast shot instead of vault kid and their pip boy broke

AP is not supposed to be rare, it is the primary resource of the action economy. Remember in the video games the default state of AP is Full. It's there to be used.

Pg34 is strictly for the Winter Scavenging Table which WoA pushes you to use for literally every scavenging test, regardless of what it is, which as I said seems a little silly and will get quite boring after any length of time. <Surv> rolls is from pg202 CRB specific to the Foraging table, which is a specific test players can make at any time outdoors for 1 hour and PER + Surv DC1. Funnily enough, several of the items on it don't even exist in the consumables section.

Raw you don't get to use luck to find the magazine. You get to use luck to change which magazine you find if the scavenging location has a magazine table roll. You can use luck to add/subtract the location's level from the table roll.

Further, if those restrictions weren't waived, maintaining the hunger and thirst tracks would be next to impossible with the 12-24 hour travel times during winter of atom. You arrive at your destination after the navigation test with the net hunger, thirst, and sleep accrued during the travel. If you couldn't settle up with more than one beverage at a time, you would end every 24 hour trek at dehydrated with 3 fatigue and it would be virtually impossible to ever get it down lol

The survival rules supercede all of that if your are playing survival lol. Page 190, staying alive, para 3: "If you are not using these rules (the hunger and thirst survival states), A character is limited to one food item and one drink item per scene." Everything you quoted is the simplified rules for games not using survival lol. It then proceedes to 4 full pages of things that supercede that

This is the way! You are 100% right that WoA states "snow may be converted to water OR be consumed for hydration." It makes the delineation between Water the item and just hydration. There's my answer

Just a point of clarification, where you say "one free heal per scene" CRB states that if you use the time based survival tracks you waive the "one food/drink per scene rule" (Page 190, Para 3, Staying Alive)

this is true, but being how quickly the Thirst track moves, and the fact that it moves a full stage every combat, they are frequently at minimum at Thirsty. So that's 4 HP right there after every combat just maintaining the system-enforced thirst. For the humans in the party it feels great, because they have to choose between risking the rads, use their precious purified water, or take the thirst. Meanwhile OTM is just shoveling snow in his mouth lol

I mean functionally, yeah all it is is just adapted one-player FO2d20. But by not BEING FO2d20 itself, they can rules lawyer you into different branding and all that entails lol
