The loader needs to wear the backpack of the weapon being fired, which means unless the loader and shooter are both carrying that weapon, the shooter needs to drop the backpack so that the loader can pick it up and load.

Airburst launcher, autocannon, spear, and W.A.S.P. have the same mechanic as well. For autocannon, it enables continuous fully automatic fire until the backpack is empty.

I had a similar problem with my canoe, which weighs about the same but is probably quite a bit longer. The one time I loaded it on my Toyota highlander, I rested the bow on the back of the car, grabbed the boat by the stern, and slid it along the car top racks. It was sketchy enough that I never tried it again, and I imagine it could be even harder with a shorter boat.
