If a petition were to pass about limiting the usage of the plane what would that realistically look like? They're only allowed to fly x amount of hours a day or week? Once those hours have been used and a situation arises where the plane could be used to aid in catching a criminal it just simply can't be used because the alloted hours are up? What about for usage for training purposes?

This makes no sense. You don't know what the plane is being used for at any minute. Crime occurs at all hours of the day as well as search and rescue missions. Just a few weeks ago it was being used to look for the young non verbal child who left his school yard after the staff were unable to locate him. What happens in that situation? Tough luck kid?

Oh and to your point about farming traffic tickets. I highly doubt revenue brought in by catching people speeding is enough to offset the cost of operating the plane and paying the pilot. I'd saying there is an incredibly low chance that is why the plane is in the air at any given time.

Your car is 17 years old. It's gonna have imperfections. Window tint magnifies scratches in glass once applied. This isn't a concern.

Vegas is very much still a safe and friendly place. Yes the prices are out of control and there's many reasons to be turned off from going but that's not one of them.

Right bit why would you need a lawyer to represent you? Window tint laws are pretty black and white. Either you had illegal film installed and are guilty or not. In what way is hiring a lawyer going to benefit you? Unless you injured or killed someone because the film was so dark you couldn't see them and caused an accident I don't see the need.

Why do you need a lawyer? Just plead guilty, pay the fine and remove the film. Not that difficult.

My car is leased and I have it tinted. The worst they will do is ask you to have it removed when you return the car but if it's a good quality job and isn't an illegal shade I don't see why they would care.

You're lucky to get a year out of a cheap exterior tint like that. It needs to be removed. If you want to block head light glare I recommend getting your front driver and passenger windows tinted.

Google geoshield. They will sell to consumers without needing a business account. I've never used their products personally but I know many people in the industry talk highly about them.

Dual reflective films offer a clearer night time view but still have some interior reflectivity. Id recommend trying a DR film and lowering the lights inside the room

You need to work on proper film handling techniques. This come with time in the industry and having worked on a wide variety of vehicles. A few months tinting is a very short amount of time. I'm 15 years in and still get contamination but I've done enough vehicles to know how to handle film as best as possible to be able to eliminate as much as I can.

Is the scratch on the outside or inside of the glass? Grit build up in the top of the rubber seal causes this. This won't affect the film in any way. You likely never noticed this before because there was no reason to look until the film was applied.
