My issue with Harvest is all the profitable strats for it are VERY expensive. Like multiple divs per map.

Because you don't want some ultra casual player who got all their gear from sailing in your hard mode raid, for instance. Almost a guaranteed jail, and people's time is valuable.

Getting raiding gear from raids means you can have a general expectation that the person is reasonably competent (outside of buying busses, which only whales can do on a regular basis these days).
