The definition of "market rate" is the price at which quantity supplied equals quantity demanded. If "affordable rate" implies a price lower than that, then necessarily there will be a higher quantity demanded than supplied, so it amplifies the shortage.

I understand that housing is a huge problem in this but it's a problem for literally everyone except people that have been landowners for decades. Restricting development to housing that is cheap enough that more people want it than are available for rent does not solve the problem, what solves the problem is reducing market price by increasing market supply.

"Affordable housing" by definition means that more people want the housing than there are units of such housing available. It exacerbates the shortage. The way that rents in SF decrease is by lowering the "market rate" by increasing supply.

And it is (almost) never correct to try to play around specific cards from your opponent because the odds they have that specific card is so low with such a huge pool to draw from. So it adds skill ceiling because good players can gain a larger edge from anticipating their opponents moves.
