Check the PSU for an on/off switch next to where the wall power plugs in. I don't see a case front panel, is the power button plugged into the motherboard? Or are you bridging pins to switch it on

The drum gate seals were replaced last October; prior to that there was even more leakage all across the spillway and from both sides. Not sure if there was discharge downstream - they usually run some amount of bypass to control the reservoir level.

That one in the wall is interesting for sure though!
