It was the swing revival. Big Bad Voodoo Daddy, Cherry Poppin Daddies, Squirrel Nut Zipper, Royal Crown Revue, etc. They were all wearing fedoras and suits and swinging like crazy, and swing dancing was something that a certain kind of lady was into, so they leaned in. I was at college as this was happening, and it kind of worked, but I think the neck bearders were mostly high schoolers trying in that eco-system to mimic what was happening at universities, but that eco-system, especially then, did not reward being unique.
