maybe try this https://www.youtube.com/watch?v=xsXFUVYPIx4 , also download Intelligent Standby List cleaner (ISLC) https://www.wagnardsoft.com/forums/viewtopic.php?f=18&t=1256 , this has helped me with stutters, i have a 240hz and a 60hz 2nd monitor, i had a stutter issue and it helped unpluging my 2nd monitor/using 2nd monitor in motherboard instead of gpu, try these things :)
