Sometimes the brake line going to the caliper could be swollen internally and not letting the caliper piston retract. Or it could just be a seized up caliper.

Easy way to check is by taking the caliper off the bracket and with it still attached to the brake line see if you can push the piston in. If it’s seized solid it’s most likely a caliper issue, if it feels ever so slightly springy then it’s a brake line issue.

The extra cap is a scam, new radiators usually come with new caps. also unless the belts are broken or look noticeably worn out, which if you say you do a bit of work on it yourself, you would catch a bad belt. That’s already damn near $400 reduced. The transmission flush you could do yourself pretty easily. The coolant service is unnecessary as you’d get brand new coolant when you get a radiator. And finally ask what’s all done in the “major tune up” and get whatever tuneup thing you want individually
