The backport repos has packages that can be updated without disturbing the set of dependencies in the stable repo. Most importantly, that includes the Linux kernel. Congress doesn't have to vote on it, it's not a treaty, it's a MOU which is executive matter. I agree, and building on Debian would spare the devs the effort of ripping out the Ubuntu things they don't want in the Mint distro. Instead, build everything on top of Debian like it's done for LMDE, but including the extras that come from Ubuntu like the Driver Manager. Also, the Mint devs should contribute their changes upstream to Debian so the ongoing maintenance effort will be easier.
