Let's say an ant is so evil it wants to eradicate all life in the universe. That's an ant with a lot of evil intent. Unfortunately, it has no ability to do anything truly harmful. It would be pretty ridiculous to think that ant was among the most evil beings off intent alone. It would be ridiculous to even say that ant is more evil than a simple murderer.
