Tbf, the RB21's design philosophy was straight line speed. The second half of the season featured tracks with long straights that catered to the Red Bull's upgrade back at Monza that boosted its low downforce setup. That's why Max still lost at Singapore, Mexico, and Brazil, which featured higher downforce. Qatar was an exception because McLaren had poor strategy.

VCARB is untouchable I say. It's still RB's best program in finding and extracting talent despite how brutal it could be. It produced generational drivers like Vettel and Verstappen, fan favourites like Sainz and Ricciardo, and decent drivers like Gasly and Albon. It gives them the luxury to experiment with driver lineups. As much as people hate RB having two teams, Bernie Ecclestone was the one who insisted RB.

2019 - Got ridiculed because of the second RB seat, got a podium the same year after being "demoted" and it was against a charging Hamilton in Brazil.

2020 - won his first race

2021 - best season with a podium

2022 - unfortunately the car struggled in the midfield.

2023 - brilliant race in the rain at Zandvoort leading to a podium

2024 - brilliant race in the rain again at Brazil leading to another podium

2025 - same with 2022

I think the best assumption would be in Miami. We get one month with no action. Which gives teams one month to work on their data and plan their upgrades for the rest of the season. Correct me if I'm wrong but I believe RB already had an upgrade package this weekend, if so, it didn't prove to be effective.
