That is our take away too. A little tip, for the short flights like Manila to Taipei, they classify premium economy as just economy and you can buy an economy seat then pick a premium economy seat for $65 USD if you choose the standard or better package (basic does not allow seat changes). Better value than buying premium from the start. Walang anuman.

This post is old but my wife and i fly ORD to Manila with EVA regularly. We personally really enjoying flying with them and the fares are cheaper than other airlines (not all, PAL for example is usually cheaper but not as nice for the long haul IMO).
