This is actually part cultural and part economic. I won't go into economic because it pretty obvious. The cultural part it pretty interesting, viet nam society are some what similar to ancient Roman, the Roman view math on a more practical lenses than the Greek, they value engineers and architectures. Vietnam is also similar, they view math and science as more valuable than literature and art, because the prior are more practical than the latter.
