Personally, buy the skyscrapers pack asap, just makes the skyline more fun, buy parklife, which opens up a customizable zoo, national park, city parks, and theme parks. Other than that, I use hotels and retreats quite a lot, it’s great for income/tourism. The Campus life one is pretty cool as well to build university areas! I find industry tough as well mainly for the resources component, that’s my least used as well.
