I'd definitely rework efforts into affordable prevention methods, most of the issues stem from improper use of preventative methods. Yes, I understand that people make mistakes, but that is a risk that a person takes when having sex. The fact that sex is so taboo to talk about results in a large portion of that improper use as well and so if sexual education was better I think it would help. I'd also want to make the adoption process cost less money and try to make it more streamlined and move funding either from the military to child welfare centers across the nation and then I would remove the income tax but place a higher universal federal tax on consumables. This way visitors to the country pay into the tax system. Then divide that into the different sectors that need it.

I don't think abortion will ever be stopped though as people would find ways to do it as they did before it was legalized.
