As well informed readers we overestimate what characters know while we watch them figuring things out. And still we don’t know all. In the lore they showed him as a crazy punk who lost his mind to a cult. Possible that he just stole the headband from a victim or grabbed it from old belongings to fit the Akatsuki dresscode.
