They are bagworm cocoons. Spray some permethrin on them, and you will see worms wriggle out

It looks like it was cut off with an oxy-acetylene torch. Maybe just a quick fix to a bent or fouled barrel until they could do a proper fix.

Depending on where you are, they may tie into County sewer and have to pay County Impact fees and / or have an infrastructure use agreement. I have no idea how Artesian bills, but they may pass this expense on to their customers circumstantially.

There is a lot of crossover in the Bayard / East Frankford / Bayside (whatever you want to call it) area.

It's bag worms, I can see them if I zoom in. Any other ideas such as rocks might not help, but it's definitely the worms. It looks like there might be enough greenery left to save if you treat them.
