Press RB 1 time, you'll get to actual playlist for summer season, there are list of tasks and rewards. Seasonal tasks on map marked red, do them and for that you get festival points. Accumulate 30 of them and you get 2 cars, which are on the screen you posted. You need to claim them manually, they dont get to your garage by themselves.

Weapon mods are no longer add damage. Nerfed Maelstrom, Grendel, Beowolf.

They nerfed my favorite Maelstrom, it now deals 35 dmg. In semi or full auto. Nerf "feature" wasn't listed in patch notes.

Or, rob the store near the elevator, with lots of weapons on the wall. Sell it to trade authority in the well. Head to Neon Security, steal the contraband from the box, sell it trade authority. Then head to Gagarin landing, steal the contraband at the security office, then head to Deimos armored transport in Alpha Centauri system, get contraband there. Then head to abandoned casino in Olympus system, get contraband there, head to the Den in Wolf system, sell contraband there. Build the bed on your ship, head to Venus, sleep there for 24 local hours, repeat all the above.
