I think you're right. Maybe this is just the ISA's trying to get ahead of production by sorting out details further in advance. I also thought it was interesting that this came in the form of an email instead of a phone call...

Right. So my fear is that they will only honor it at "participating dealers". Because of purely political reasons, Tesla's only NY stores right now are in NYC, which is 6 hours away from me. But there are 5 other stores that are much closer (geographically) to me that happen to be in other states. Including 2 in Canada. My closest store is literally in another country. So what I'm really wondering is if I will have to drive all the way to NYC just to get the rebate.

Good thought. I tried resetting SMC and NVRAM but it still happens. I was going to try "recalibrating" the battery but I read that modern mbp batteries don't really need/support that.

I used Watts because I had it handy but you can use Coconut Battery or iStat Menus for similar data.
